D. Francis Horsey - July 19, 1917 to February 3, 2008
D. Francis Horsey was born July 19, 1917, in Pioche, Nevada, and went on to a long career in the law in southern Nevada. After earning his law degree from the University of Virginia Law School, he opened his private practice in Las Vegas in 1948 and became one of the longest active members of the Nevada State Bar.
Horsey served the city of Las Vegas on the bench for more than two decades. He began as a part-time municipal judge in 1961, and after an appointment to the newly formed Municipal Court in 1975 he served as a full-time judge until 1985, continuing thereafter as an alternate judge. During his tenure he helped modernize the court, introducing the use of computers to process traffic citations and violations more efficiently.
Those who knew him remembered Horsey as fair, honest, and deeply committed to the law, a judge who valued family and public service over financial gain or prestige. He died at the age of 90.
