Kenneth Albert Burns was born on August 9, 1952, in Yazoo City, Mississippi, and grew up in the Mississippi Delta. He graduated with honors from Delta State University in 1974, earned a Master of Arts in Economics from the University of Hawaii in 1976, and received his Juris Doctorate cum laude from the University of Miami in 1982.
Ken began his legal career as a staff attorney for the Internal Revenue Service, living in Reno and later Las Vegas.
